The subject of the thesis is the supreme law process in the administrative proceeding procedural law. It’s required to state other legal remedies of administrative proceeding procedural law while discussing supreme law process. Before the changes that entered the judicial system with the Law No. 6545; For decisions made by local courts, the parties could only refer to supreme court as a higher court. The purpose of bringing the appellate into the Turkish judicial system is to shorten the long-lasting judicial system, to reduce the workload of the Council of State as an appellate authority, and to increase confidence in the law. In the model in which the remedy of appeal is regulated as the main and the remedy of supreme as the exception, two interrelated legal remedies have emerged and the legal remedy system has gained a more complex dimension. While this study deals with the procedure of the appeal remedy in the administrative procedure law, it also tries to deal with the unforeseen problems that arise with the appellate. (1)
