Paradigm shift in rural / regional development: endogenous development and territorial capital

Abstract
It is seen that sectoral development strategies have been replaced by regional development strategies as a result of structural change in developed, democratic, capitalist and industrialized countries, especially in rural areas in Europe. Uncovering internal development potentials in order to utilize the non-agricultural economic potential in rural / regional areas instead of agricultural development, which has been accepted as the dominant development paradigm in rural / regional development in many developed and developing countries, especially in the European Union countries since the 1990s. in the context of endogenous development understanding has become widespread. On the other hand, spatial development, can be seen as a process in which the endogenous and unique development potentials of rural areas / spaces are revealed in line with the decisions of the local people and the state is a partner in the process through development policies that support these decisions. In this section, paradigm shift in favor of endogenous development in rural / regional development and components of territorial capital and their importance in endogenous development are examined.
